Small and Medium Business of the Voronezh Region

With the view of implementation of the state policy of licensing of certain kinds of activity, a License Chamber has been established by the statute N 383 of 21.04.99of the Voronezh Region administration.

The License Chamber is an authorised body of executive power that grants licenses for the kinds of activity, which are being a subject to licensing on the level of a subject of the Russian Federation.

More than 100 types of activity are being licensed on the territory of the region. 25 of them are being licensed by the License Chamber.

The new edition of the Bill for the License Chamber was approved by the decree of the regional Council N185 on 02.03.2000.

The Activity of the License Chamber

Granting a license to a legal person or an individual entrepreneur is only the first stage of licensing. At the second stage, regular check-up of the observance by the licensee of the license requirements and conditions should be conducted. The control over the observance of the license requirements and conditions is being carried out by the License Chamber in two directions:

Joint check-ups conducted by the License Chamber together with the bodies of control and supervision;
Check-ups conducted by the officials of the License Chamber only.

With the purpose of organisation of interaction/co-operation of the License Chamber with the authorities of supervision and control, the administration of the region has adopted a decree of 04.02.2000 N 91 "On approval of co-operation of the Voronezh region License Chamber with tax, controlling, supervisory, law-enforcement and other state bodies of the Voronezh region in establishing control and supervision over current legislation observance by organisations and private entrepreneurs practising activities needed to be licensed on Voronezh region territory".

List of the kinds of activities, which are being licensed by the License Chamber of the Voronezh Regional Council

According to the Federal Bill passed on 08.08.2001 N128FB "On licensing of certain kinds of activity", the regional Council Bill passed 23.05.2002 N506 "On licensing of certain kinds of activity on Voronezh region territory" and Agreement with Russian Federation Ministry for Healthcare the License Chamber is currently licensing the following kinds of businesses:

Purchasing, processing and sale of non-ferrous metals scrap.
Purchasing, processing and sale of ferrous metals scrap.
Public demonstration of films in cinema halls.
Retail of alcoholic products.
Manufacturing and sale of alcoholic and spirit food products containing ethyl alcohol not more than 15% of ready product output.
Manufacture and sale of ethyl alcohol, alcoholic and spirit containing food products with productive capacity and stated turnover not more than 0,02 millions of deca-liters a year in absolute alcohol recalculation.
Manufacture, storage and supply of alcohol containing non-food products, output after processing of confiscated ethyl spirit, alcohol and spirit containing products, not meeting state standards and technical norms, or at processing of ethyl spirit waste with productive capacity and stated turnover not more than 0,02 millions of deca-liters a year in absolute alcohol recalculation.
Manufacture of disinfecting, disincentive, and deratizating products.

Business connected with turnover of drug containing and psychotropic products, which are included in the List II according to the Federal Law "On drugs and psychotropic".
Business connected with turnover of psychotropic, which are included in the List III according to the Federal Law "On drugs and psychotropic".
